Food packaging regulations affect more than the material touching your product. A complete compliance review considers the container, closure, liner, decoration, intended use and destination market. For a food brand importing glass jars or bottles, the practical goal is to build a traceable approval file before production rather than collect a vague certificate after the shipment arrives.

This guide gives purchasing teams a starting framework for the United States, European Union and United Kingdom. Define the intended use before requesting documents

A supplier cannot meaningfully confirm suitability without knowing how the package will be used. State whether the food is acidic, fatty, dry or aqueous; whether it is refrigerated; how long contact will last; and whether the container encounters hot filling, pasteurization or another process. Include any intended reuse or washing conditions.

Keep the description tied to a product reference and drawing revision. A report on one cap liner does not automatically support a different liner with a similar appearance. Equally, an empty jar sample cannot demonstrate the safety or shelf life of the food that will later be packed into it.

Separate three different compliance questions

First, is the packaging suitable for food contact under the intended conditions? Second, does the finished food carry the required labeling and meet its applicable production rules? Third, do packaging waste, producer responsibility and environmental requirements apply to the business placing it on the market? These workstreams overlap, but evidence for one does not resolve the others.

United States: establish the regulatory basis

The FDA regulates substances used in food-contact applications through several routes. Its guidance explains that components may have a basis in applicable regulations, effective food contact notifications, exemptions or other recognized provisions. Buyers should ask the supplier to identify the basis relevant to the actual substance and conditions of use, rather than treating “FDA approved” as a universal package certification.

An effective food contact notification can be specific to the identified manufacturer or supplier, substance and conditions. FDA explicitly warns that an identical substance from an unlisted manufacturer is not automatically covered by another company’s notification. If an FCN is cited for a component, verify that the supply chain and intended application fall within its scope.

Request a written suitability statement that identifies the supplied article and its limitations. Let the responsible regulatory specialist resolve uncertainties before the order is released. This is particularly useful for closures, coatings and seals that may be sourced separately from the glass body.

European Union: review the framework and component rules

Regulation (EC) No 1935/2004 provides the general EU food-contact framework, while Regulation (EC) No 2023/2006 addresses good manufacturing practice. Additional EU measures apply to certain materials and substances, and national provisions can also matter. A mixed-material pack needs a component-level review rather than a single assumption based on the glass container.

Plastic components may fall within specific plastics requirements, including applicable declarations and supporting documentation. Do not assume that the same declaration format applies universally to every glass article or every accessory. Ask the supplier and your market adviser which documents are legally required and which additional records support your purchasing approval.

Check current substance restrictions and transitional provisions where relevant to coatings, plastics or closure systems. For example, EU measures concerning bisphenols can affect some food-contact applications. The applicable scope and transition depend on the article; a marketing statement about the glass body cannot resolve the status of the lid.

Packaging waste rules require a separate timetable

The European Commission states that the Packaging and Packaging Waste Regulation began applying on a phased basis from August 12, 2026. This does not mean every later design, labeling or reuse provision became applicable on that date. Identify the obligation, the responsible business and its specific deadline before making a compliance claim.

For procurement, maintain accurate component descriptions and material weights, and ask who supplies the information needed by the importer or brand. Track planned design changes against the applicable timetable. Avoid printing a broad compliance claim merely because the container is made from a recyclable material.

United Kingdom: confirm the destination-specific position

UK government guidance distinguishes suitable food-contact packaging from the labeling obligations for the food itself. When supplying this market, identify whether the destination is Great Britain or Northern Ireland and have the applicable rules confirmed for that destination. Do not automatically copy an EU compliance statement into a UK file without review.

Provide the actual component specification to the importer or responsible technical adviser. Ask them to confirm the needed documentation and artwork requirements. Keep this decision in the project record, particularly when one packaging design is intended to serve several markets with different labels or distribution arrangements.

Give closures and decoration the same attention as glass

A food jar normally includes a lid, liner or gasket, and may carry coatings, inks, adhesives or sleeves. Consider direct contact, foreseeable contact during handling and any relevant transfer pathways. For example, tilting a filled jar can bring the food into contact with a liner even if the jar normally stands upright.

Use exact references when ordering food jar accessories. A replacement cap that fits mechanically may still require a fresh material assessment. Decoration should also be approved for its location and intended use. Build a usable supplier approval file

A useful file links evidence to the item you actually buy. Include the supplier identity, item codes, current drawings, material descriptions, intended-use statement and relevant test or compliance documents. Record who reviewed them, what conditions were approved and which limitations remain.

Review test reports critically. The sample identity, test method, food simulant where applicable, exposure conditions and date should make sense for the proposed use. A report can be authentic yet irrelevant to your article. Resolve discrepancies with the supplier and qualified laboratory rather than accepting a logo or pass statement alone.

No. Suitable container glass is valuable, but the complete article and intended use still need assessment. Closures and decoration can introduce additional requirements.

Is one test report valid for every destination?

Not necessarily. Methods, legal scope and documentation expectations can differ. Have the relevant market requirements checked against the actual report.

When should approval happen?

Before releasing production artwork and volume orders. Early review gives the team time to change a liner, document a limitation or select another format without disrupting a shipment.
